Chantill is a licensed Professional Engineer (PE) and BWSR Certified Wetland Professional with 17+ years of civil and environmental engineering experience specializing in water resources design/planning, environmental remediation, and regulatory compliance. She also has proven expertise in environmental review documentation, feasibility studies, and complex infrastructure projects across municipal, federal, and private sectors.
Chantill is skilled in synthesizing technical data, managing multidisciplinary teams, and delivering high-quality engineering solutions that meet regulatory requirements and client objectives, all while incorporating sustainability and environmental stewardship.

Libby Markham
Libby brings vegetative and land management expertise to project teams in the field and office alike. Her knowledge is specialized around Minnesota’s wetland and prairie ecosystems, having assisted with both the development of management plans and Level 1 & 2 wetland delineations. As a natural resources technical writer, she helps gather and sythesize information to generate reports including wetland delineation reports, categorical exclusions, and stewardship plans. Libby has completed more than 32 hours of ArcGIS training and assists on variety Rock Leaf projects by producing maps and surveys to streamline workflow and enhance deliverables.
Libby has delineated over 50 wetlands across six separate sites using the Routine Determination Methodology Level 2 described in the Corps of Engineers Wetlands Delineation Manual and regional supplement for the Northcentral and Northeast region and is a Certified Minnesota Wetland Professional (#1497).
Jen is a seasoned environmental professional with 30 years of industry experience in versatile roles, including geoscience, land use planning, environmental permitting, traffic engineering, and project management.
At Rock Leaf, Jen assists with NEPA and MEPA documentation, environmental permitting, report documentation, and GIS mapping.
