In 2025, Rock Leaf worked as a consultant for the Minnesota Pollution Control Agency to review Scoping Environmental Assessment Worksheets (SEAW) and develop EIS Scoping Decision Documents (DSDD) for three Minnesota landfills seeking to expand. Each landfill expansion project triggers a mandatory Environmental Impact Statement (EIS). The SEAW and DSDD identified potentially significant environmental impacts to be further studied within each EIS, which will be developed in 2026.
